Should Ukraine expect a decrease in port dues and, if so, how to find a compromise between all interested parties?

Professor of the Kiev School of Economics Oleg Nivievsky is sure that there is a potential to reduce the port dues rate by at least 50%. This would make it possible to increase the efficiency of Ukrainian ports by 5%, which, according to # KShE’s calculations, operate on average at 50% of their maximum capacity.

The head of the # USPA Alexander # Golodnitsky took a more cautious position:

“There is definitely a potential for reducing port dues rates, but these figures need to be calculated individually for large ports and“ outsiders ”.

Will the rate cut increase the volume of transshipment in ports? I strongly doubt it. The reduction in rates by the Administration will most likely simply lead to a redistribution of the share of fees in the total amount “

The USPA sent for consideration the draft amendments to the Tax Code, which provide for the abolition of the tax on funds received by USPA from stakeholders – this will free up part of the funds that the Administration now receives from the port dues

 The General Director of ZIM Integrated Shipping Ukraine Services Andriy Kuzmenko said that the way out of the dilemma with port fees, which is the need for the USPA to maintain and modernize the port infrastructure for some means, lies in decentralization.

Each port or terminal must independently determine its needs and be engaged in servicing them – set an individual collection rate and, for example, take out a loan in case of a lack of finance.

The dialogue is open, it remains only to wait for decisive actions.

Time will tell whether the parties will find a compromise or each will pull the blanket over himself.
